拟议特殊条件通知——本行动为波音公司787-10型系列飞机提出特殊条件。与运输类飞机适航标准中设想的技术状态相比，这些飞机将具有新颖或不同寻常的设计特点。该设计特点是配备有预张紧器约束系统的单乘员倾斜座椅。适用的适航规章没有包含该设计特点的足够或适当的安全标准。这些拟议的特殊条件包含管理局认为建立与现有适航标准所确定的安全水平相当的安全水平所必需的附加安全标准。

Notice of proposed special conditions - This action proposes special conditions for The Boeing Company (Boeing) Model 787-10 series airplanes. These airplanes will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is single-occupant oblique seats equipped with pretensioner restraint systems. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
