WTO.哥斯达黎加通报关于充气轮胎的第425:2008号技术法规

2012年12月17日，哥斯达黎加共和国政府在G/TBT/N/CRI/136号文件中通知哥斯达黎加关于充气轮胎的第425:2008号技术法规，其中规定了车辆充气轮胎应满足的技术和标签要求，以防止或尽量减少对人身和安全的风险，防止可能误导或欺骗消费者的行为。
本增编的目的是向世贸组织成员通报对上述技术法规所作的修正：
-在2018年10月24日第41485-MEIC号行政法令（哥斯达黎加关于充气轮胎的第486:2016号技术法规）第1条第7节（符合性证明）中增加了第7.1.4和7.1.5小节，该节已在2019年2月1日第23号《La Gaceta官方公报》补编第23号中发布。还增加了第二项过渡条款。
-在同一行政法令（哥斯达黎加关于充气轮胎的第486:2016号技术法规）中，对第2节和第4节中的表2、第5节第5.2小节、第7节第7.1.1和7.1.2小节、第1条第8节第8.1小节和过渡条款进行了修改。
应当指出，这些修正案旨在促进贸易和条例的实施。它们将于2020年8月1日生效，以确保进入哥斯达黎加的轮胎中约85%不会遇到符合合格评定程序的任何问题，因为这可能导致市场短缺。因此，世贸组织成员有权在收到案文草案通知之日起30天内就此提出意见。

Costa Rican Technical Regulation No. 425:2008 on pneumatic tyres
On 17 December 2012, the Government of the Republic of Costa Rica notified, in document G/TBT/N/CRI/136, Costa Rican Technical Regulation No. 425:2008 on pneumatic tyres, which lays down the technical and labelling requirements to be met by pneumatic tyres for vehicles, with a view to preventing or minimizing risks to human life and safety and preventing practices likely to mislead or deceive consumers.
The purpose of this addendum is to inform WTO Members of the amendments made to the above-mentioned technical regulation:
- Subsections 7.1.4 and 7.1.5 have been added to section 7 (Demonstration of conformity) of Article 1 of Executive Decree No. 41485-MEIC of 24 October 2018 (Costa Rican Technical Regulation No. 486:2016 on pneumatic tyres), which was published in Official Journal La Gaceta No. 23 of 1 February 2019, Supplement No. 23. A second transitional provision has also been added.
- In the same Executive Decree (Costa Rican Technical Regulation No. 486:2016 on pneumatic tyres), changes have been made to Table 2 in sections 2 and 4; subsection 5.2 of section 5, subsections 7.1.1 and 7.1.2 of section 7, and subsection 8.1 of section 8 of Article 1; and the transitional provision.
It should be noted that these amendments seek to facilitate trade and the implementation of the regulation. They will enter into force on 1 August 2020 so as to ensure that around 85% of the tyres entering Costa Rica do not encounter any problems complying with the conformity assessment procedure, as this could result in a market shortage. WTO Members are therefore given 30 days from the date of notification of the draft text to submit comments thereon. (技术服务中心)
