建议制定规则的通知-FMCSA建议修订《联邦汽车承运人安全条例》（FMCSR），将后碰撞防护装置纳入必须检查的项目清单中，作为每辆商用汽车（CMV）所需年度检查的一部分。此外，FMCSA建议修改后碰撞防护装置的标签要求，并将道路施工控制（RCC）水平卸料拖车排除在后碰撞防护装置要求之外，这与美国国家公路交通安全管理局（NHTSA）对相应的联邦机动车安全标准所做的更改一致标准（FMVSS）。本建议规则制定通知（NPRM）回应了规则制定申请以及政府问责办公室（GAO）的建议。

Notice of proposed rulemaking - FMCSA proposes to amend the Federal Motor Carrier Safety Regulations (FMCSRs) to include rear impact guards on the list of items that must be examined as part of the required annual inspection for each commercial motor vehicle (CMV). In addition, FMCSA proposes to amend the labeling requirements for rear impact guards, and to exclude road construction controlled (RCC) horizontal discharge trailers from the rear impact guard requirements, consistent with changes made by the National Highway Traffic Safety Administration (NHTSA) to the corresponding Federal Motor Vehicle Safety Standards (FMVSS). This notice of proposed rulemaking (NPRM) responds to rulemaking petitions, as well as a recommendation from the Government Accountability Office (GAO).
