内容如下：
为了促进汽车产业健康可持续发展，保障产品安全、环保、节能、防盗性能，此文件对不同类别车辆生产企业分别实施准入许可管理。规定了道路机动车辆生产企业需满足相应的要求并取得准入许可后，车辆生产企业方可生产、销售相应的车辆产品。

Description of content: In order to promote the healthy and sustainable development of the automobile industry, ensure safety, environmental protection, energy saving and anti-theft performance of products, different access permissions are applied to various types of road vehicle manufacturing enterprises respectively in this document. It specifies that road vehicle manufacturing enterprises are qualified to produce and sell corresponding vehicles only after meeting corresponding requirements and obtaining access permission.

3）欧盟通报欧盟委员会法规草案，执行欧洲议会和理事会关于服务器和数据存储产品生态设计要求的指令2009/125/EC及修订欧盟委员会法规(EU)No617/2013（及其附录） G/TBT/N/EU/581
内容如下：
本欧盟委员会法规草案对服务器和数据存储产品的能效（如内部电源的最低效率）以及材料效率（如某些部件的拆卸能力）规定了强制要求。根据框架指令2009/125/EC，不符合这些要求的产品将不允许进入欧盟市场。本法规草案基于世界各地的利益相关方进行的技术、环境和经济研究的结果。
拟批准日期: 2018年12月底
拟生效日期: 在欧盟官方公报上公布之后20天（本规定自2020年3月1日起实施）
提意见截止日期: 通报之后60天
Description of content: This draft Commission Regulation sets compulsory requirements on the energy efficiency (such as minimum efficiency of the internal power supply unit) as well as on the material efficiency (such as the ability of certain components to be disassembled) of servers and data storage products. In accordance with Framework Directive 2009/125/EC, products not meeting these requirements will not be allowed to be placed on the EU market. The draft Regulation is based on the findings of technical, environmental and economic studies which have been carried out with stakeholders from around the world.
4）日本通报部分修订无线电法案实施细则 G/TBT/N/JPN/600
内容如下：
修订920MHz频段低功耗无线系统法规。

提意见截止日期: 通报之后60天
Description of content: To amend the regulations for the 920MHz band Low Power Wireless system.
5）日本通报部分修订“道路交通车辆安全法规细则公告”及其它事项 G/TBT/N/JPN/601
内容如下：
（1） 规定排放限制；（2）两轮车辆的续航里程；（3）规定修改案（1）-（2）的生效日期
覆盖的产品：
轿车和其它主要用于载人的机动车辆(品目87.02的货品除外)，包括旅行小客车及赛车（HS 8703）；货运机动车辆(HS 8704)。摩托车(包括助力车)及装有辅助发动机的脚踏车，不论有无跨斗；跨斗摩托车(HS 8711)。

拟生效日期: 2018年10月

7）墨西哥通报墨西哥官方标准草案PROY-NOM-202-SCFI-2017:消防－便携式灭火器－消防、操作和建筑能力－规范和测试方法 G/TBT/N/MEX/419
内容如下：
通报的墨西哥官方标准草案适用于在墨西哥销售的最大重量为20kg的满充装灭火器。规定了确保便携式灭火器的安全和消防以及建筑能力的主要要求。

Description of content: The notified draft Mexican Official Standard applies to fully charged extinguishers with a maximum weight of 20kg, which are marketed in the United Mexican States. It specifies the main requirements established to guarantee the safety and fire-fighting and building capacity of portable fire extinguishers.
8）墨西哥通报墨西哥官方标准草案PROY-NOM-012-2-SCFI-2017:测量仪器－冷饮用水和热水水表－第2部分：测试方法（撤销墨西哥官方标准NOM-012-SCFI-1994） G/TBT/N/MEX/421
内容如下：
通报的墨西哥官方标准草案适用于标准ISO4064-1：2014定义的饮用水和热水水表的模型评估和核准以及初始检验测试。 通报的墨西哥官方标准草案的规定也适用于辅助设备，如必要。

内容如下：
通报的墨西哥官方标准草案适用于机械水表，以及电气或电子和机械设备，包括用于测量冷饮用水和热水水量的电子设备。也适用于辅助电子设备。辅助设备是可选的。
