该委员会授权指令草案涉及一项申请，以延长对指令2011/65/EU（RoHS 2）物质限制的具体和临时豁免。由于豁免条件不再满足（即在本豁免所涉及的灯具类别中替代汞在科学上和技术上都是可行的），因此豁免不再延长。根据RoHS 2第5（6）条规定，自委员会通过授权指令起12个月的过渡期（到期日）。

This draft Commission Delegated Directive concerns an application to renew a specific and temporary exemption from the Directive 2011/65/EU (RoHS 2) substance restrictions. The exemption is not renewed as the conditions for the exemption are no longer fulfilled (namely the substitution of mercury in the lamps categories concerned by this exemption is scientifically and technically practicable). Transitional periods (expiry dates) of 12 months from the adoption of the Delegated Directive by the Commission are set in line with Article 5(6) of RoHS 2.
