内容简述: 本法规草案修订法规(EC)No1907/2006（REACH）附录XVII的条目63。 如果铅（以金属表示）的浓度等于或大于聚氯乙烯（PVC）材料的0.1%，禁止在由氯乙烯的聚合物或共聚物生产的制品中使用铅和铅化合物，并禁止在市场上销售由PVC生产的制品。对于刚性和柔性回收PVC材料以及铅酸电池中的PVC-二氧化硅隔板，提供了对此限制的限时豁免。覆盖的产品：含有铅和铅化合物的聚氯乙烯（PVC）制品。ICS: 99,29.220.99 HS: 3904

Description of content: This draft Regulation would amend entry 63 to Annex XVII to Regulation (EC) No 1907/2006.
It would prohibit the use of lead and lead compounds in articles produced from polymers or copolymers of vinyl chloride as well as their placing on the market in articles produced from PVC if the concentration of lead (expressed as metal) is equal to or greater than 0.1% by weight of the PVC material. Time-limited exemptions from this limit are provided for rigid and flexible recycled PVC material and for PVC-silica separators in lead acid batteries.

内容简述: 涉及剃须刀、理发推子和类似电器的现行标准SI900第2.8部分的要求应声明为强制要求。本声明与保护人类安全的强制标准化目标一致。本标准采用国际标准IEC60335-2-8版本6.0:2012-12和修订1:2015-11以及美国标准UL60335-2-8-版本5:2004-10-28及2012年9月26日之前所有修订，允许符合其中之一。标准希伯来语部分包括以下变更: 1.国家标准与国际标准（IEC）的差异： •修改对国际标准IEC60335-1的引用，代之以适用以色列强制标准SI900第1部分; •增加了一个涉及额定值的新的第201款，并适用以色列的强制标准SI900第1部分（如适用）; •增加了一个涉及EMC的新的第202款，并适用以色列的强制标准SI900第1部分（如适用）; •增加了一个涉及噪声水平的新的第203款，并适用于以色列的强制标准SI900第1部分（如适用）。 2.国家标准与美国标准（UL）的差异： •删除美国标准的差异1DV1.D1、1DV2.D2、1DV4.D2、1DV5.D2和1.101DVD2; •用本地差异代替美国差异3.101DVD2；; •增加了一个涉及额定值的新的第201款，并适用以色列强制标准SI900第1部分（如适用）; •增加了一个涉及EMC的新的第202款，并适用以色列强制标准SI900第1部分（如适用）; •增加了一个涉及噪声水平的新的第203款，并适用于以色列强制标准SI900第1部分（如适用）。

Description of content: The requirements of the existing standard, SI 900 part 2.8, dealing with shavers, hair clippers and similar electrical appliances, shall be declared mandatory. This declaration is inline with the mandatory standardization objective to protect human safety.
This standard adopts both the International Standard IEC 60335-2-8 Edition 6.0: 2012-12 and Amendment 1: 2015-11 and the American Standard UL 60335-2-8 - Edition 5: 28 October 2004 and all its amendments till 26 September 2012, and allows compliance with either. The standard's Hebrew section includes the following changes:
• National deviations from the International Standard (IEC):
o Amends the references to the International Standard IEC 60335-1 and applies instead Israel's mandatory Standard SI 900 part 1;
o Adds a new paragraph 201 dealing with rated values and applies Israel's mandatory Standard SI 900 part 1, where applicable;
o Adds a new paragraph 202 dealing with EMC and applies Israel's mandatory Standard SI 900 part 1, where applicable;
o Adds a new paragraph 203 dealing with the noise level and applies instead Israel's mandatory Standard SI 900 part 1, where applicable.
• National deviations from the American Standard (UL):
o Deletes the American national deviations 1DV1. D1; 1DV2. D2; 1DV4. D2; 1DV5. D2 and 1.101DV D2;
o Replaces the American national deviation 3.101DV D2 with a local deviation;
o Adds a new paragraph 201 dealing with rated values and applies Israel's mandatory Standard SI 900 part 1, where applicable;
o Adds a new paragraph 202 dealing with EMC and applies Israel's mandatory Standard SI 900 part 1, where applicable;
Adds a new paragraph 203 dealing with the noise level and applies instead Israel's mandatory Standard SI 900 part 1, where applicable.
