WTO.瑞士通报联邦通信局电信设施条例修订草案

瑞士联邦通信局关于电信设施的条例规定了瑞士联邦委员会关于电信设施的基本技术要求。它规范了瑞士无线电接口的使用。
从2022年3月17日开始修订,手持式移动电话必须配备技术解决方案,以确保呼叫方的位置将在紧急通信中传输(执行欧盟委员会2018年12月12日第2019/320号授权条例,补充欧盟委员会第2014/53/EU号指令)。欧洲议会和欧洲理事会关于适用该指令第3(3)(g)条所述基本要求以确保移动设备紧急通信中的呼叫者位置的规定。
将删除DVB-T、点对点、非特定SRD(短程设备)和汽车雷达领域的几个RIR(RIR0201-70、RIR0302-01、RIR0302-02、RIR1008-39、RIR1012-08)。
UWB(超宽带)领域的三个RIR将合并为两个,以符合ECC/DEC/(06)04(RIR 1023-02和RIR1023-03保留,RIR1023-01将被删除)。
在FSS(固定卫星服务)地球站、无线电麦克风和ALD(辅助监听设备)领域,由于ECC/DEC/(17)04、ECC/DEC/(18)04、ECC/DEC/18(05)和ERC Rec 70-03的变化,将创建四个RIR(RIR0806-22、RIR0806-23、RIR0806-24、RIR1009-20)。
在DVB-T和BWA(宽带无线接入)领域,两个RIR的频率范围将减小(RIR0201-72:下边界新470兆赫而不是174兆赫;RIR0301-03:上边界新3500兆赫而不是3600兆赫)。
在智能交通系统(its)和非专用srd领域,由于ecc/dec/(09)01和erc rec 70-03的变化,两个rir的频率范围将分别扩展(rir0510-04、rir1008-40)。
在非特定SRD领域,为了符合ERC Rec 70-03,将取消一些应用限制(RIR1008-05、RIR1008-07、RIR1008-22)。
在非特定SRD领域,为了符合ERC Rec70-03的要求,将删除信道(RIR1008-20,RIR1008-38)和功率密度要求(RIR1008-31)。
在非特定srd领域,由于ecc/dec/(05)02(rir1008-33,rir1008-34,rir1008-35)的更改,一些应用限制和信道访问规则将被删除。
在非特定SRD领域,将调整发射功率,以符合ERC Rec 70-03(RIR1008-02)。

The Ordinance of the Swiss Federal Office of Communications on telecommunications installations (OOIT) specifies the basic technical requirements with regard to telecommunications installations set out by the Swiss Federal Council. It regulates the use of radio interfaces in Switzerland.
With this revision, from 17 March 2022, hand-held mobile telephones will have to be fitted with technical solutions ensuring that the location of the caller will be transferred in emergency communications (implementation of the Commission's delegated regulation (EU) 2019/320 of 12 December 2018 supplementing Directive 2014/53/EU of the European Parliament and of the Council with regard to the application of the essential requirements referred to in Article 3(3)(g) of that Directive in order to ensure caller location in emergency communications from mobile devices).
Several RIR in the domains of DVB-T, Point-to-Point, Non-specific SRD (short range device) and automotive radar will be deleted (RIR0201-70, RIR0302-01, RIR0302-02, RIR1008-39, RIR1012-08).
Three RIR in the domain of UWB (Ultra wide Band) will be merged into two ones in order to be in line with the ECC/DEC/(06)04 (RIR 1023-02 and RIR1023-03 remain, RIR1023-01 will be deleted).
In the domains of FSS (Fixed-Satellite Service) Earth Stations and Radio microphones and ALD (Assistive Listening Devices) four RIR will be created (RIR0806-22, RIR0806-23, RIR0806-24, RIR1009-20) due to changes in the ECC/DEC/(17)04, ECC/DEC/(18)04, ECC/DEC/18(05) and the ERC REC 70-03.
In the domains of DVB-T and BWA (Broadband Wireless Access) the frequency range of two RIR will be reduced (RIR0201-72: lower boundary new 470 MHz instead of 174 MHz; RIR0301-03: upper boundary new 3500 MHz instead of 3600 MHz).In the domains of ITS (intelligent transport system) and Non-specific SRD the frequency range of two RIR will be extended respectively adapted (RIR0510-04, RIR1008-40) due to changes in the ECC/DEC/(09)01 and ERC REC 70-03.
In the domain of Non-specific SRD, some application restrictions will be removed (RIR1008-05, RIR1008-07, RIR1008-22) in order to be in line with the ERC REC 70-03.
In the domain of Non-specific SRD the channelling (RIR1008-20, RIR1008-38) and power density requirements (RIR1008-31) will be removed in order to be in line with the ERC REC70-03.
In the domain of Non-specific SRD some application restrictions and channel access rules will be removed due to changes in the ECC/DEC/(05)02 (RIR1008-33, RIR1008-34, RIR1008-35).
In the domain of Non-specific SRD the transmit power will be adapted in order to be in line with the ERC REC 70-03 (RIR1008-02).(技术服务中心)
