 WTO.欧盟通报欧委会实施条例草案，规定了欧洲议会和理事会2019/2144号法规（EU）关于车辆型式认证的统一程序和技术规范，以及拟用于此类车辆的系统、部件和独立技术装置的统一程序和技术规范一般施工特点和安全

该实施法案草案涉及有关车辆系统和部件的行政规定和技术要求，例如除雾/除霜、喷雾抑制系统、换挡指示器、轮罩等，目前仅在欧盟层面进行监管，在UNECE层面没有世界统一标准。该草案延续了自2022年7月6日起废止的监管法案的现有条款。草案中的新内容是在车辆识别号的组成中引入了一个校验位，并协调了前牌照的空间。

The draft implementing act concerns administrative provisions and technical requirements as regards vehicle systems and components, such as demist/defrost, spray-suppression systems, gear shift indicator, wheel guards, etc., which are currently regulated only at EU level and no world harmonised standards exist at UNECE level. The draft carries over the existing provisions of regulatory acts that are repealed as of 6 July 2022. The new elements in the draft are the introduction of a check digit in the composition of the vehicle identification number and the harmonisation of the space for the front registration plates.(技术服务中心)
